Three jurisdictions require $0 minimum paid-up capital: Canada MSB, Panama, BVI VASP (operational financial resources only). El Salvador BSP also requires $0 for the basic Bitcoin Service Provider track. The highest capital requirements are Singapore PSA (S$1M–S$5M for DPT services), Dubai VARA (AED 1.5M–7M / $400K–$1.9M), and Estonia VASP (€100K paid-up + €125K–€350K own funds).
BVI is 0% corporate tax (offshore). Panama is 0% on foreign-source income (territorial tax). El Salvador is 0% on Bitcoin transactions specifically. Estonia is 0% on retained earnings (only taxes distributed dividends at 22%). Lowest standard rates: Cyprus 12.5%, Switzerland 11–14% effective, Singapore 17% (effective ~13.5% with exemptions). Highest: Canada ~26.5% federal+provincial.
For institutional credibility: Singapore MAS (most respected globally), Switzerland FINMA (Crypto Valley pedigree), Dubai VARA (dedicated crypto regulator), Cyprus CySEC (decades of CIF supervision). For EU MiCA passport credibility: any EU-CASP authorized regulator. For offshore credibility: BVI FSC > Panama (no formal license) > El Salvador (newest framework).

VASP (Virtual Asset Service Provider) is the FATF-aligned terminology used for pre-MiCA EU regulators (Lithuania, Estonia, others) and offshore jurisdictions (BVI). CASP (Crypto-Asset Service Provider) is the MiCA-era EU term replacing VASP for all 27 EU member states + EEA. MiCA enforcement began 30 December 2024; pre-MiCA VASPs in EU jurisdictions must transition to CASP by 30 June 2026. CASP grants automatic EU passporting; pre-MiCA VASP did not.
